Transneft Western Siberia Conducts Emergency Response Drill at Oil Pipeline Underwater Crossing

Ishim Regional Oil Pipeline Directorate (a branch of Transneft Western Siberia) has held an emergency response drill (ERD) at the Ust-Balyk – Omsk oil trunk pipeline’s (OTP) underwater crossing over the Ishim River in Abatsky District of Tyumen Region.

During the event, RPD business units personnel practiced the interaction algorithm and the correctness of assigned tasks in containment and elimination of a simulated oil spill.

According to the drill scenario, the Abatskaya oil pumping station (PS) operator recorded a pressure drop below the permissible level at the Ust-Balyk — Omsk OTP underwater crossing. Oil transportation was "stopped". A patrol crew that arrived at the scene recorded the OTP “damage” and the oil “release”.

In “emergency” consequences elimination, about 50 employees of the Abatskaya PS emergency line maintenance division, the Ishim RPD central maintenance division and the environmental analysis laboratory were involved. In accordance with the oil release response plan, two booms were deployed and installed at the “release” location in the presence of ice cover. Constant monitoring of the state of atmospheric air, soil and water was carried out. "Oil" was collected in special containers as per schedule.

Based on the ERD results, the supervisory commission issued a positive opinion on the Ishim RPD personnel readiness for operative work in conditions of strict time constraints on Containment and elimination of emergencies consequences.
