Employees of Transneft Western Siberia Got Opportunity to Pass Rostekhnadzor Certification Remotely

Transneft Western Siberia has provided an opportunity for its employees to access the Unified Industrial Safety Testing Portal of Rostechnadzor (the Federal Service for Environmental, Technological and Nuclear Supervision). Its use will allow the company’s employees to pass knowledge tests remotely, without interrupting their main operational activities.

Annually, about four hundred engineering and technical employees of Transneft Western Siberia undergo mandatory confirmation of their knowledge level in the field of industrial safety.

Among the advantages of using the Unified Testing Portal is an increase in the speed of passing mandatory certification by employees without visiting Rostechnadzor’s territorial offices. By automating the entry of information about the certified, certification schedules and registration of its results, the time spent by employees of sections and industrial safety divisions is also reduced.

Previously, for passing such certification, the employee had to be personally present at Rostechnadzor authorities. Using the portal, Transneft Western Siberia counts on digitalisation of organisational processes and operates within the framework of federal legislation,” says Sergey Bereznyak, Deputy Chief Engineer and Head of the Industrial Safety and Industrial Control Department of the company.

Organising remote testing processes, much attention was paid to ensuring a high level of employees’ personal data security.

Today, the portal for testing engineering and technical employees operates in all business units of the company. 60 employees have passed certification remotely.

Automation of business processes in the field of industrial safety is one of the key business areas of the company. For example, the Gidrouklon automated control system is used to monitor the oil and petroleum products transportation processes. The unified supervisory control system (USCS) commissioned in the beginning of this year also ensures a qualitatively high level of industrial safety. Also, modern information software products are used in other areas of activity of Transneft Western Siberia. The use of a mobile unit of satellite video surveillance makes it possible to remotely monitor in real time compliance with occupational health and industrial safety rules during works at oil trunk pipelines and petroleum products trunk pipelines.

The Unified Testing Portal is an information system of Rostechnadzor and is used to qualitatively improve the certification procedures for employees. 71 hazardous operating facilities (HOF) are located in the area of responsibility of Transneft Western Siberia. In June 2020, the Siberian Directorate of Rostekhnadzor carried out remote inspections of five HOFs at the Omsk, Novosibirsk and Ishim Regional Oil Pipeline Directorates. After the inspections were finished, the department gave positive conclusions without any additional comments.
