Transneft Western Siberia Conducts Firefighting and Tactical Drills at Anzhero-Sudzhensk LODS

Transneft Western Siberia has held a firefighting and tactical drill in the tank farm of the Anzhero-Sudzhensk line operation dispatcher station of the Novosibirsk Regional Oil Pipeline Directorate (RPD).

In accordance with the firefighting and tactical drill scenario, steam-and-air mixture exploded with subsequent oil ignition and partial detachment of the roof inside a tank of the pumping station. The “emergency” was caused by a violation of fire safety and occupational health requirements by a contractor. As a result of the simulated explosion, the automatic fire-extinguishing systems of the “burning” tank failed.

The station’s volunteer fire brigade promptly arrived at the site. According to the approved extinguishing plan, the forces of the fire rescue station of the 25th Unit of the Federal Fire Fighting Service of the State Fire Fighting Service for Kemerovo Region were involved in the fire elimination. An emergency operations centre was set up, and evacuation of the LODS employees was carried out. The simulated fire was extinguished using a subsurface firefighting system installed at mobile firefighting vehicles directly to the oil layer in the tank and to the oil surface from a special foam tower.

22 people took part in the firefighting and tactical drill, four special-purpose vehicles were used – fire tank vehicles and a foam tower. All sanitary and epidemiological requirements were observed.

According to Aleksey Letushev, Head of the drills and Chief Engineer of the Novosibirsk RPD, the simulated fire was eliminated in accordance with the extinguishing plan, the involved employees of the station and the fire rescue station showed efficiency and smooth interaction. Joint drills allow to maintain a high level of employees’ readiness for emergency situations at a hazardous operating facility.
