Transneft warns of fraud in Omsk related to use of the Company’s logo and elements of corporate identity.
An unidentified individual presenting himself as Vyacheslav Radeev, head of Transneft’s contract service, approaches service sector organisations (large hotel complexes) offering them to take part in fictitious procedures for purchase of accommodation, catering and transfer services for Transneft’s employees on business trips to Omsk. The fraudster uses Transneft’s logo and corporate identity elements in his emails. Under the pretext of participating in fictitious procurement procedures, Vyacheslav Radaev offers hotel complexes to obtain a certificate of compliance with requirements of the Register of Verified Organisations for a fee. As of today, nine instances of Radeev approaching Omsk hotels have been revealed.
Transneft informs the public that Vyacheslav Radeev is not an employee of the Company. Transneft purchases goods and services in strict accordance with the legislation of the Russian Federation, Transneft’s internal regulations on procurement of goods, works and services and documents governing procurement; none of these dictates the need for obtaining a certificate of compliance with the requirements of the Register of Verified Organisations.
Transneft would like to stress that the certificate of compliance with the requirements of the Register of Verified organisations is a voluntarily obtained document and does not give any advantages to a participant of a procurement procedure. Any claim that such a document is required may be a sign of fraud.
