Transneft Western Siberia has launched a comprehensive revamping of onsite facilities at Sokur line operation dispatcher station of Novosibirsk Regional Oil Pipeline Directorate (RPD).
According to Oleg Chepurnoy, Director General of Transneft Western Siberia, the programme is planned for six years, from 2018 to 2023. The main goal of the works underway at Sokur LODS is revamping the industrial facilities built in the late 1950s.
“Sokur LODS is a strategically important facility in the Siberian system of petroleum products pipeline transportation. The station supplies petroleum products (petrol and diesel fuel) to the eastern regions of Russia as well as to Novosibirsk Region and Altai Territory. The comprehensive programme for revamping onsite facilities at Sokur LODS addresses several priority problems: timely supplies of petroleum products to partners and outfitting the facility with hi-tech equipment for meeting environmental and industrial safety standards,” Mr. Chepurnoy noted.
Late in January 2018, the construction of the station’s power facilities commenced, namely a new modular boiler house and an indoor switchgear (ISG). The ISG includes a distribution station and a diesel power plant as well as the power supply networks of the LODS. A heating network will be laid and a thermal energy metering unit will be built. In parallel, the experts proceeded with the construction of an integrated automatic firefighting system (IAFS), loading pump house #2, a high-integrity pressure protection system and mud trap filters.
The revamping of process pipelines, the laying of waste and strom water drainage along with the construction of treatment plants and a railway on-spot loading rack will commence in 2018. The planned deadline for these works is the end of 2019. In 2019–2023 the Company’s specialists will build 11 new tanks having the total volume of 160,000 m3 in addition to the existing tank farm. Also scheduled for this time is the construction of a testing lab, a fire depot, an administrative and amenity building and a checkpoint as well as landscaping of Sokur LODS’s territory.
Up-to-date technological solutions are used in the revamping of Sokur LODS onsite facilities. For example, the on-spot railway loading rack will be equipped with an automatic system for mounting and moving railcars. Automatic weighing of shipped petroleum products is also possible at the on-spot railway loading rack. A vapor recovery system is used to ensure compliance with environmental safety standards. The station’s treatment plants will be equipped with a system for mixed wastewater treatment using a moving bed biofilm bioreactor. This innovative equipment will be specifically manufactured for Transneft Western Siberia at Tyumen Machinery and Repair Plant of Transneft Siberia.
